Phil Birnbaum follows up his previous post by trying to explain why there are more 20-game winners than you would expect. He finds that most of the effect can be attributed to usage, or in other words if you have 18 or 19 wins in September, you get more starts and may even be thrown in relief.
He also finds something interesting with regards to run support for pitchers with 19 and 20 wins, but you should probably just go read the article.
